Stopping at an Intersection
Florida Statute 316.123 requires drivers must stop behind the white stop bar at stop signs, yield signs and red traffic lights. Crossing the stop bar or entering the pedestrian crosswalk is a violation and the driver can be issued a citation for disobeying an official traffic control device.

If there is no stop bar, drivers must not enter the pedestrian crosswalk. If there is no pedestrian crosswalk then driver shall stop at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway before entering the intersection the driver of a vehicle approaching an inoperative light shall stop

Florida Statute 316.1235 states that if a vehicle is approaching an intersection in which the traffic lights are inoperative shall stop in the manner indicated in Florida Statue 316.123 for approaching a stop intersection.

In other words a traffic light signal shall be considered as a four way stop. Pedestrians shall be given the right away as if it was a stop sign. Please read Florida statute 316.123 for more details.
